*SUMMARY: *The Fiscal Intermediary Liaison (FIL) provides support and oversight for individuals who receive Fiscal Intermediary (FI) services from the Lifetime Assistance.
The FIL will assist the individual, broker, MSC and the business office with the management of FI core tasks and functions.
*ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING (Other duties may be assigned):* 1.
Review all service documentation for accuracy, completeness, and compliance.
This will include all billing documentation for each individual and broker.
2.
Reviews and submits all requests for payments for goods and services as indicated in the approved Self-Direction budget.
3.
Processes and tracks monthly billing for Fiscal Intermediary and Brokerage services.
4.
Produces Monthly Expenditure Reports and sends them to individuals, their brokers, and Medicaid Service Coordinators.
5.
Provide summaries of expenses and budget performance at Circle of Support and annual ISP meetings.
6.
Attend local and regional FI meetings and webinars.
7.
Attend FI interviews and Circle of Support meetings as requested.
8.
Coordinate with MSC/Broker to ensure necessary meetings are held once plan/budget is approved.
9.
Assist and train individuals regarding services within their self-direction budget.
10.
Provides oversight of the on-boarding process for self-hire staff.
11.
Provides training to participants who choose to independently manage and self-direct their staff as it relates to overtime, reviewing time sheets, mileage reimbursement, monthly summary note, agency vs.
participant responsibilities, staff management, performance evaluation, and staff conflict.
12.
Processes self-hire staff timesheets and billing documents.
13.
Ensure that DDP 2, Medicaid and Waiver Services are maintained by being in contact with the Individual’s MSC/Broker on a monthly basis.
14.
Maintains case files for each person receiving Fiscal Intermediary services including all documentation required by Medicaid.
15.
Participate in quality and fiscal compliance audits.
16.
Maintains positive and productive relationships with representatives of OPWDD, and other agency and community services and supports organizations.
Acts as a resource to agency staff in areas of expertise.
17.
Assures effective communication and coordination among Individuals, Service Providers and Responsible Staff.
18.
Assure the reporting and investigation of all incidents per OPWDD regulations.
*QUALIFICATION REQUIREMENTS: *To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
The requirements listed below are representative of the knowledge, skill and/or ability required.
Any combination of education and experience that demonstrates the abilities and knowledge for successful performance will be considered.
*EDUCATION and/or EXPERIENCE: *High school diploma or equivalent and have professional experience working with budgets and computerized systems such as Microsoft Excel and Microsoft Word.
A minimum of professional accounting and/or bookkeeping experience required.
Must have a valid New York State Driver’s License, a reliable vehicle and meet Lifetime Assistance vehicle operator requirements.
Must meet all OPWDD requirements and complete all necessary training during first six months in the position.
Job Type: Full-time Pay: $19.
50 - $22.
