Job Overview We are currently seeking qualified candidates for consideration to fill an open Lead Testing & Commissioning Manager in our Program Management Services Division.
This position will be located at our Client's Rochester, NY office.
This position may have the option for remote work as travel is required.
The Program Management Services Division at LaBella provides comprehensive management services for complex projects and multi-year capital programs.
Project teams are established to provide a customized mix of business consulting, project management, financial control and monitoring, administrative, and technical support services.
The Lead Testing & Commissioning Manager is responsible for the oversight of the testing, commissioning and energization of distribution circuits and equipment.
Responsibilities • Coordinate with Project Manager(s), Engineering teams, Construction teams and cross-functional stakeholders to develop comprehensive commissioning plans and documentation pertaining to resources, budgets and timeframes • Coordinate construction (as required), equipment testing and commissioning of installed equipment including, but not limited to: • Review detailed engineering documentation to gain understanding on project scope and required services, including existing protection schemes • Ensure relay settings, protection schemes, control systems, logic diagrams and operational descriptions are updated prior to commissioning • Identify and support troubleshooting Network or Serial communication issues • Develop commissioning outage and energization plan • Coordinate with commissioning engineers to perform functional testing of the circuit, in accordance with applicable regulations and requirements, and ensure closeout package is provided (i.
e.
, as-built revisions, as-left files, etc.
) • Develop risk mitigation plans to reduce the chance of incidental operations or safety risks to the system • Monitor project milestones and coordinate team members to keep workflow on-track • Evaluate processes, develop and implement solutions as appropriate • Develop and direct correspondences to effectively communicate insights and plans (project requirements, scope and objectives) to cross-functional stakeholders and team members • Conduct meetings and presentations to share ideas and findings • Participate in meetings to gather critical information and produce useful reports • Manage and maintain project and department-related documents and reports Qualifications • Bachelor's Degree in Engineering, Construction Management or similar with 10 years of relevant experience or Associate's Degree with a minimum of 12 years or relevant experience, including: • Construction, troubleshooting, testing and commissioning of electrical equipment • Relay protection and control systems • Electrical field engineering • Arc Flash safety • SCADA and communication systems (i.
e.
, networks, gateways, firewalls, etc.
) • Proven supervisory experience • Proven oral and written communication skills • Proven MS Office Suite skills • Proven project management and delivery experience • Proven conceptual, critical thinking and analytical skills • Must have valid Driver's License and ability to travel on a day-to-day basis to construction and commissioning sites • Understanding or government regulations including OSHA, NESC, CES and industry codes affecting electric utilities • Understanding, or willingness to learn, E-STAR / CONVEX (switching and tagging) • Understanding, or willingness to learn, SAP and similar programs • Understanding, or willingness to learn, Enterprise GIS for the energy industry, including Schneider ArcFM products • Understanding, or willingness to learn, Electric and Gas Operations, Customer Service and Work Management practices • Understanding, or willingness to learn, Capital and O&M budgeting Salary Range: $120,000 to $160,000 The specific salary offered may be influenced by a variety of factors including but not limited to the candidate's relevant experience, education, and work location.
