*Job Title:* Director of Preschool Special Education *Reports To: *Executive Director/CEO *FLSA Status:* Exempt *Salary Range:* $55,000-$70,000 *Summary:* Responsible for and directs all aspects of the Preschool Special Education Program, which includes Special Class Integrated Classrooms; Special Education Itinerant Services; Related Services; and Evaluations, ensuring compliance with NYSED Regulations.
Supervises the Preschool Special Education Team members and is a member of the agency Leadership Team.
Duties and Responsibilities include the following: 1.
Directs, guides, and assesses all aspects of the special education program, including integrated and clinical services for 3–5-year-olds, and evaluations.
2.
Ensures compliance of all state, and federal law as applicable to Special Education and follows all Monroe County Guidance relevant to the Preschool Special Education Program.
3.
Responsible for recruiting, hiring, supervising, and maintaining certified and/or licensed staff.
4.
Provides for the direct supervision of Special Education Teachers and administrative supervision of clinical staff, including completion of annual performance evaluation.
5.
Follows Committee on Preschool Special Education (CPSE) procedures and attends CPSE meetings as needed.
6.
Ensures proper maintenance of preschool student records; follows Monroe County guidance when arranging transportation for special education students; and fulfills other duties required for the smooth operation of the program.
7.
Oversees the coordination of the evaluation team for all CPSE referrals and attends the CPSE meeting or sends a representative.
8.
Schedules annual reviews, oversees IEP planning and parent conferences, and parent education meetings as per New York State Education Department guidelines.
9.
Recruits new students for the Preschool Special Education program through school district CPSE chairpersons from referring school districts.
10.
Coordinates the transfer of special education students to other programs or schools when appropriate.
11.
Assists the Director of Finance in preparing the annual budget for the preschool special education program with input from the strategic plan and the Executive Director.
12.
Monitors monthly financial and productivity reports issued by the Preschool Special Education Billing Specialist.
13.
Oversees the tuition billing for special education students by the special education and finance office on a monthly basis.
14.
Assists with the preparation of the Consolidated Fiscal Report, as assigned by the CFR team.
15.
Coordinates with the Director of Facilities/Finance regarding purchasing on an on-going basis.
16.
Oversees the preparation of Federal IDEA Grants and State applications where necessary and year-end budget reports, as prescribed by NYSED.
17.
Attends monthly community meetings facilitated by Monroe County Department of Health, the local administrator of the preschool special education program for NYS.
18.
Collaborates with childcare staff to ensure the appropriate placement and support services for a child with special needs within the childcare program.
19.
Attends and encourages the special education staff to attend workshops and conferences to further the education and growth of its members and the program.
20.
Develops in-service programs for all classroom staff, including the special education staff.
21.
Arranges and prepares agenda for special education staff meetings with staff input.
22.
Oversees the monthly completion of the Medicaid Exclusion checklist.
23.
Serves ex-officio, on the Program Committee of the RCN Board of Directors.
24.
Performs other duties as assigned.
*Education/Experience:* Master's degree (M.
A.
/ M.
S.
) or equivalent in Special Education, Early Childhood Education; Speech-Language Pathology, Occupational Therapy, Physical Therapy or Psychology.
Three to five years’ experience teaching and/or supervision in the field of special education.
*Certificates and Licenses:* The candidate must possess a valid NYS Teaching Certification in Birth-grade 2, students with disabilities OR Early Childhood Education OR possesses NYS certification or licensure in speech-language pathology, psychology, occupational or physical therapy.
In addition, the candidate must possess a valid NYS Certification as a School Building Leader or School District Leader or School Administrator/Supervisor.

*Math Ability:* Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to compute rate, ratio, and percent and to draw and interpret various graphs.
Ability to read and interpret evaluation results (i.
e.
, percentiles) correctly.
*Reasoning Ability:* Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
*Computer Skills: *To perform this job successfully, an individual should have knowledge of word processing software, spreadsheet software, accounting software, inventory software, payroll systems, development software, internet software and database software.
*Knowledge, Skills, and Other Abilities:* * Financial experience with department budgets preferred.
* Working knowledge of NYSED Part 200 & 200.
